Paula Kehoe
Senior Water Advisor

Paula has spent more than three decades providing thought leadership to the water industry. As the longtime Director of Water Resources for the San Francisco Public Utilities Commission, she wrote the legislation that made San Francisco the first city in the country to require onsite treatment and reuse of graywater, blackwater, and rainwater. She went on to found the National Blue Ribbon Commission for Onsite Water Systems, aligning code bodies like ICC, IAPMO, and NSF around a shared, health-based standard for decentralized water reuse across North America.

At REGEN, Paula brings that same instinct for turning policy into practice to our clients’ most ambitious water strategies. She advises communities, utilities, and organizations on centralized, distributed and onsite water systems strategies, helping shape the regulatory pathways and public trust. She currently co-chairs Building Infrastructure Locally for Decentralized Water Systems (BILD) and continues to represent the industry before national and international audiences — carrying forward a career built on the conviction that water, treated well, is never wasted.

Outside the office, Paula’s enjoys live music and the arts, and is an avid traveler who’s carried her passion for water resilience to stages and cities around the globe.
